Founded in 1978 as Beijing Institute of Social Sciences and renamed Beijing Academy of Social Sciences in 1986, BASS is a comprehensive philosophy and social science research institution directly affiliated with the People's Government of Beijing Municipality. In 2017, it was identified as one of Beijing's first pilot high-end think tanks, and it also serves as a base of the Beijing Research Center for Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Additionally, BASS undertakes theoretical publicity responsibilities as part of the municipal lecturers' group.
BASS's primary mission is to conduct fundamental, strategic, and applied policy research in philosophy and the social sciences, providing decision-making consultation to the Beijing Municipal Party Committee and Municipal Government. It also engages in international academic exchanges to enhance its influence. The academy comprises 15 research institutes, including the Cultural Research Institute, Economic Research Institute, and City Situation Research Institute, alongside 12 functional departments, 4 professional departments for the lecturers' group and 2 journal editorial departments. It also hosts 5 municipal research bases and a postdoctoral workstation.
As of June 2025, BASS has a total of 298 employees. Its professional research team consists of 209 staff, of whom 184 hold doctoral degrees (accounting for 88%), and 105 have senior professional titles, including 34 research fellows and 71 associate research fellows.
Adhering to the integration of theory and practice, BASS has completed more than 4,000 research projects at various levels since its establishment, yielding over 1,000 academic monographs, 10,000 papers, and 1,000 research reports. Its influential works include the award-winning General History of Beijing, Research on Official Ethics in Ancient and Modern China and Special History Collection of Beijing. In the Beijing Philosophy and Social Science Outstanding Achievement Awards, BASS has won 14 First Prizes and 133 Second Prizes. Since being designated a high-end think tank pilot, over 260 of its research achievements have been applied, with 20 directly informing policy-making.
